The Barcelona Metropolitan Housing Observatory (O-HB) took part this Wednesday, July 9 of 2025, in the University Parliament Week (Spuni), a training initiative promoted by the Parliament of Catalonia in collaboration with universities from the Catalan university system. In this year’s edition, participating students worked on a parliamentary simulation based on a mock bill: the Draft Law on Access to Housing.
In this context, Carles Donat, co-director of the Observatory, participated as a speaker in the simulated Committee on Territory and Housing, by contributing with data and insights of the current housing situation in Catalonia, alongside Yolanda Larrubia, head of the land promotion and management service at the Metropolitan Land Institute (Impsol).
During his intervention, Carles Donat addressed key issues such as the affordability crisis, housing conditions, changes in tenure regimes, the diversification of housing needs and demand, migration profiles, and supply-side constraints. His contribution helped to enrich the debate and provided students with tools to analyze and propose improvements to the simulated legislative text.
Spuni is a well-established initiative that combines theoretical training and parliamentary practice, aiming to bring the work of institutions closer to university students.
